Wastewater Division Director

The work of the division serves the most basic and human needs of our community in a complex, operational and technical environment to protect and preserve our cherished Willamette River. The successful candidate for this role will be an innovative, collaborative, and inclusive leader who is passionate about their team, the people they serve, and continuing to build upon the cutting-edge facilities and sustainable services the Wastewater Division manages and provides.
OVERALL OBJECTIVE
Leads, manages, plans, and directs the activities of the Wastewater Division in the Public Works Department including the Metropolitan Wastewater Management Commission (MWMC) owned Water Pollution Control Facility, Biosolids Management Facility and Biocycle Farm, Beneficial Reuse Site, regional wastewater pumping stations and transmission sewers, industrial source control and pretreatment program, and regional laboratory services for wastewater and water quality analyses. Coordinates activities with other City departments and outside agencies and provides highly responsible and complex administrative support to the Executive Director of Public Works. Facilitates the operations and maintenance responsibilities for the City of Eugene as outlined in the MWMC’s Intergovernmental Agreement (IGA).
Salary: $114,462.40 - $147,596.80 Annually

Facilitates active participation in the regional partnership with the MWMC and ensures compliance with the IGA between the City and the MWMC for the operation and maintenance of the regional wastewater treatment facilities. Leads a culture of cooperation and collaboration and invests in the shared vision and success of the MWMC as a critical regional service. Attends, presents, and responds to Commissioner questions at MWMC meetings.
Manages, plans, organizes, and directs the operations and programs of the Wastewater Division to ensure efficient and effective delivery of services; oversees processes, procedures and activities to comply with all State and Federal regulatory requirements; provides leadership and oversight on water pollution control and other environmental initiatives that impact the City and region; and represents the City on issues related to operations of a wastewater system.
Develops and maintains positive and collaborative relationships and partnerships across the department, city, region and state.
Evaluates the conditions, capacities, and resilience of the regional wastewater treatment facilities, prepares and administers long-range plans for the maintenance of equipment and infrastructure, participates in development of the Capital Improvement Program, and develop and manage related contracts with consultant and construction firms.
Participates and serves on a variety of boards and commissions; City committees, and task teams; attends and participates in professional groups and committees; works toward support of Division programs and activities; represents the Department to elected officials, outside agencies, the media and the community.
Responsible for the selection, supervision and evaluation of assigned staff; assigns work and ensures appropriate training is provided; investigates complaints; recommends and administers disciplinary actions; handles sensitive personnel matters and recommends grievance responses; exercises full supervision over employees.
Serves as a member of the Public Works Department management team; provides professional assistance to the Director; participates in development of department goals, objectives, policies and procedures; develops, implements and evaluates division work plan, capital improvement programs; and budget forecasting and development; and may act in the capacity of the Executive Director of Public Works in his/her absence.

As a Division Manager, the successful candidate for this role will be expected to not only demonstrate these skills, but help coach and develop these in the wastewater team.

A typical way to obtain the knowledge and abilities would be:
Experience:
Six years of increasingly responsible experience in management or administration of a medium to large public works operation or program. Minimum of three years of supervisory and administrative experience is required.
Environmental Services or Wastewater experience is preferred.
Training:
Equivalent to a Bachelor's degree from an accredited college or university with major course work in engineering, natural or environmental science or closely related field. A degree in public administration, business administration or a similar field is acceptable if accompanied by demonstrated experience leading and administering the work of an environmental or technical work unit.
Master's degree is desirable.
License and Certifications:
Possession of, or ability to obtain and maintain, an appropriate, valid Oregon driver's license.
